Sura Al-Balad
Sura Al-Balad (Arabic: البلد, The City, This Country) is the 90th sura of the Qur'an, in the 30th part (Juz) of the Qur'an with 20 ayat. Its Meccan sura.
سورہ البلد (البلد کے معنی شہر ) قرآن مجید کی 90 ویں سورت ہے. اس میں 20 آیات ہیں۔ یہ 30 ویں پارہ میں ماجود مکی سورت ہے
Name
The Surah has been so named after the word al balad in the first verse.
نام
پہلی ہی آیت لآ اقسم بھٰذا البلد کے لفظ البلد کو اس کا نام قرار دیا گیا ہے۔
Period of Revelation
Its subject matter and style resemble those of the earliest Surahs revealed at Makkah, but it contains a pointer which indicates that it was sent down in the period when the disbelievers of Makkah had resolved to oppose the Holy Prophet (upon whom be Allah's peace), and made it lawful for themselves to commit tyranny and excess against him.
زمانۂ نزول
اس کا مضمون اور انداز بیاں مکۂ معظمہ کے ابتدائی دور کی سورتوں کا سا ہے، مگر ایک اشارہ اس میں ایسا موجود ہے جو پتہ دیتا ہے کہ اس کے نزول کا زمانہ وہ تھا جب کفار مکہ رسول اللہ صلی اللہ علیہ و آلہ و سلم کی دشمنی پر تُل گئے تھے اور آپ کے خلاف ہر ظلم و زیادتی کو انہوں نے اپنے لیے حلال کر لیا تھا۔
Theme and Subject Matter
In this Surah a vast subject has been compressed into a few brief sentences, and it is a miracle of the Quran that a complete ideology of life which could hardly be explained in a thick volume has been abridged most effectively in brief sentences of this short Surah. Its theme is to explain the true position of man in the world and of the world in relation to man and to tell that God has shown to man both the highways of good and evil, has also provided for him the means to judge and see and follow them, and now it rests upon mans own effort and judgment whether he chooses the path of virtue and reaches felicity or adopts the path of vice and meets with doom.
First, the city of Makkah and the hardships being faced therein by the Holy Prophet (upon whom be peace) and the state of the children of Adam have been cited as a witness to the truth that this world is not a place of rest and ease for man, where he might have been born to enjoy life, but here he has been created into toil and struggle. If this theme is read with verse 39 of Surah An-Najm (Laisa lil insani illa ma saa: there is nothing for man but what he has striven for), it becomes plain that in this world the future of man depends on his toil and struggle, effort and striving.
After this, man's misunderstanding that he is all in all in this world and that there is no superior power to watch what he does and to call him to account, has been refuted.
Then, taking one of the many moral concepts of ignorance held by man, as an example, it has been pointed out what wrong criteria of merit and greatness he has proposed for himself in the world. The person who for ostentation and display squanders heaps of wealth, not only himself prides upon his extravagances but the people also admire him for it enthusiastically, whereas the Being Who is watching over his deeds, sees by what methods he obtained the wealth and in what ways and with what motives and intention he spent it.
Then Allah says: We have given man the means of knowledge and the faculties of thinking and understanding and opened up before him both the highways of virtue and vice: one way leads down to moral depravity, and it is an easy way pleasing for the self; the other way leads up to moral heights, which is steep like an uphill road, for scaling which man has to exercise self- restraint. It is man's weakness that he prefers slipping down into the abyss to scaling the cliff.
Then, Allah has explained what the steep road is by following which man can ascend to the heights. It is that he should give up spending for ostentation, display and pride and should spend his wealth to help the orphans and the needy, should believe in Allah and His Religion and joining the company of believers should participate in the construction of a society which should fulfill the demands of virtue and righteousness patiently and should be compassionate to the people. The end of those who follow this way is that they would become worthy of Allah's mercies. On the contrary, the end of those who follow the wrong way, is the fire of Hell from which there is no escape.

موضوع اور مضمون
اس سورت میں ایک بہت بڑے مضمون کو چند مختصر جملوں میں سمیٹ دیا گیا ہے اور یہ قرآن کا کمال ایجاز ہے کہ ایک پورا نظریۂ حیات، جسے مشکل سے ایک ضخیم کتاب میں بیان کیا جا سکتا تھا، اس چھوٹی سی سورت کے چھوٹے چھوٹے فقروں میں نہایت مؤثر طریقے سے بیان کر دیا گیا ہے۔ اس کا موضوع دنیا میں انسان کی، اور انسان کے لیے دنیا کی صحیح حیثیت سمجھانا اور یہ بتانا ہے کہ خدا نے انسان کے لیے سعادت اور شقاوت کے دونوں راستے کھول کر رکھ دیے ہیں، ان کو دیکھنے اور ان پر چلنے کے وسائل بھی اسے فراہم کر کر دیے ہیں، اور اب یہ انسان کی اپنی کوشش اور محنت پر موقوف ہے کہ وہ سعادت کی راہ پر چل کر اچھے انجام کو پہنچتا ہے یا شقاوت کی راہ اختیار کر کے برے انجام سے دوچار ہوتا ہے۔
سب سے پہلے شہر مکہ اور اس میں رسول اللہ صلی اللہ علیہ و آلہ و سلم پر گزرنے والے مصائب اور پوری اولادِ آدم کی حالت کو اِس حقیقت پر گواہ کی حیثیت سے پیش کیا گیا ہے کہ یہ دنیا انسان کے لیے آرام گاہ نہیں ہے جس میں وہ مزے اڑانے کے لیے پیدا کیا گیا ہو، بلکہ یہاں اس کی پیدائش ہی مشقت کی حالت میں ہوئی ہے۔ اس مضمون کو اگر سورۂ نجم کی آیت 39 لیس للانسان الا ما سعٰی کے ساتھ ملا کر دیکھا جائے تو بات بالکل واضح ہو جاتی ہے کہ اس کارگاہ دنیا میں انسان کے مستقبل کا انحصار اس کی سعی و کوشش اور محنت و مشقت پر ہے۔
اس کے بعد انسان کی یہ غلط فہمی دور کی گئی ہے کہ یہاں بس وہی وہ ہے اور اوپر کوئی بالاتر طاقت نہیں ہے جو اس کے کام کی نگرانی کرنے والی اور اس پر مواخذہ کرنے والی ہو۔
پھر انسان کے بہت سے جاہلانہ تصورات میں سے ایک چیز کو بطور مثال لے کر بتایا گیا ہے کہ دنیا میں اس نے بڑائی اور فضیلت کے کیسے غلط معیار تجویز کر رکھے ہیں۔ جو شخص اپنی کبریائی کی نمائش کے لیے ڈھیروں مال لٹاتا ہے وہ خود بھی اپنی اِن شاہ خرچیوں پر فخر کرتا ہے اور لوگ بھی اسے خوب داد دیتے ہیں، حالانکہ جو ہستی اس کے کام کی نگرانی کر رہی ہے وہ یہ دیکھتی ہے کہ اس نے یہ مال کن طریقوں سے حاصل کیا اور کن راستوں میں کس نیت اور کن اغراض کے لیے خرچ کیا۔
اس کے بعد اللہ تعالٰی فرماتا ہے کہ ہم نے انسان کو علم کے ذرائع اور سوچنے سمجھنے کی صلاحیتیں دے کر اس کے سامنے بھلائی اور برائی کے دونوں راستے کھول کر رکھ دیے ہیں۔ ایک راستہ وہ ہے جو اخلاق کی پستیوں کی طرف جاتا ہے اور اس پر جانے کے لیے کوئی تکلیف نہیں اٹھانی پڑتی بلکہ نفس کو خوب لذت حاصل ہوتی ہے۔ دوسرا راستہ اخلاق کی بلندیوں کی طرف جاتا ہے جو ایک دشوار گزار گھاٹی کی طرح ہے کہ اس پر چلنے کے لیے آدمی کو اپنے نفس پر جبر کرنا پڑتا ہے۔ یہ انسان کی کمزوری ہے کہ وہ اس گھاٹی پر چڑھنے کی بہ نسبت کھڈ میں لڑھکنے کو ترجیح دیتا ہے۔
پھر اللہ تعالٰی نے بتایا ہے کہ وہ گھاٹی کیا ہے جس سے گزر کر آدمی بلندیوں کی طرف جا سکتا ہے۔ وہ یہ ہے کہ ریا اور فخر اور نمائش کے خرچ چھوڑ کر آدمی اپنا مال یتیموں اور مسکینوں کی مدد پر خرچ کرے، اللہ اور اس کے دین پر ایمان لائے، اور ایمان لانے والوں کے گروہ میں شامل ہو کر ایک ایسے معاشرے کی تشکیل میں حصہ لے جو صبر کے ساتھ حق پرستی کے تقاضوں کو پورا کرنے والا اور خلق پر رحم کھانے والا ہو۔ اس راستے پر چلنے والوں کا انجام یہ ہے کہ آدمی اللہ کی رحمتوں کا مستحق ہو، اور اس کے برعکس دوسرا راستہ اختیار کرنے والوں کا انجام دوزخ کی آگ ہے جس سے نکلنے کے سارے دروازے بند ہیں۔
